A 20-year-old US Marine faces murder and robbery charges in Japan.
Prosecutors in Okinawa indicted Devin Jacob Ballard on suspicion of killing Anna Yagi, 39, at a hotel in Naha. The indictment alleges Ballard strangled Yagi with a telephone cord on October 3. He then took her backpack and wallet before leaving the room.
Ballard was stationed at US Marine Corps Air Station Futenma. Investigators say he initially denied the allegations. However, Asahi Shimbun and Kyodo News report that he later made statements suggesting his involvement. Security footage from the hotel reportedly shows a man believed to be Ballard entering with Yagi and exiting alone with her belongings.
Prime Minister Sanae Takaichi called the crime brutal and heinous. Her government registered a strong protest with the United States. She demanded strict disciplinary action for US military personnel and thorough measures to prevent future incidents.
Okinawa hosts the highest concentration of US troops in Japan, with around 55,000 soldiers based there. Governor Genta Koja said the prefecture has repeatedly asked the US to act to stop such incidents. He described the alleged crime as a sign of a lack of discipline. The Marine Corps stated it is actively cooperating with Japanese authorities and extended condolences to Yagi's family.
The case has fueled existing tensions. About 100 people protested in Naha and Tokyo earlier this month. Social media users in Japan voiced anger, with one calling for justice by stating that enough is enough. Previous incidents have also sparked public outcry.
In 2024, four sexual assault cases involving US troops occurred in Okinawa. Air Force member Brennon Washington received a five-year sentence for rape and kidnapping. In 2025, Lance Cpl Jamel Clayton was sentenced to seven years for sexually assaulting a woman. The largest protest in recent memory took place in 1995 after the abduction and rape of a 12-year-old girl.
