A five-page internal memo from Rep. Alexandria Ocasio-Cortez's campaign committee argues that the New York lawmaker has evolved into a central figure in the national Democratic Party.

The document, shared with key allies, details her shift from a progressive critic to a strategic asset for working-class voters. It does not mention a presidential or Senate bid for 2028. Instead, it urges the party to leverage her record as an effective communicator for economic populism.

The memo cites specific financial data to support this view. Ocasio-Cortez’s campaign has collected more than 2 million contributions totaling $38 million. The average gift is $17.56. Additionally, over $3 million has been distributed to other Democratic candidates and state parties. The document describes this small-donor operation as unmatched in the House of Representatives.

This strategy emerged after President Donald Trump’s 2024 victory. Ocasio-Cortez launched a nationwide effort to rebuild the party around economic issues. The approach was shaped by conversations with split-ticket voters in her New York district who supported both Trump and Ocasio-Cortez in the 2024 election. These voters expressed frustration with an establishment they viewed as favoring corporate billionaires over ordinary workers.

The memo points to specific electoral results to demonstrate her influence. It highlights endorsements in California, Michigan, Pennsylvania, and Montana. A central example is Sam Forstag’s primary victory in Montana. Forstag trailed in the polls before appearing on stage with Ocasio-Cortez and Sen. Bernie Sanders at a rally in Missoula. He subsequently erased the deficit to win the Democratic nomination.

The document identifies a turning point in her political strategy following a failed bid for the House Oversight Committee ranking member position in March 2025. That period included a budget standoff where Senate Democratic leadership made concessions during federal shutdown negotiations. In response, Ocasio-Cortez focused on taking her message directly to voters.

At a rally in Idaho, she argued that the rising cost of living and fear of speaking up are signs of being governed by billionaires. Since then, she has held large-scale rallies in purple, red, and blue regions. Her endorsements have influenced races in swing districts, deep-blue primaries, and New York City.
